Major industrial accidents are a serious social problem in South Korea. Despite various efforts by companies and the government, the rate of industrial accidents and fatalities has not decreased. Therefore, this study developed a tool to diagnose and evaluate the level of high reliability organizations for safety management. Based on previous studies (e.g., Weick, & Sutcliffe, 2011; Mezentseva, et al., 2023), we developed a Korean version of the five characteristics of high trust organizations (Preoccupation with error, Reluctance to simplify, Sensitivity to operations, Commitment to resilience, Deference to expertise) and additional variables (vulnerability, organization, etc.) and validated the content validity among experts and safety managers. We then conducted a survey of employees in various companies to examine the construct validity through factor analysis and reliability analysis. The construct validity was examined through factor analysis and correlation analysis. In future studies, it is necessary to continue to validate the usefulness of this tool by comparing more companies and plants or departments.
