Rural youth in Bulgaria face significant educational challenges due to limited access to digital infrastructure, technology, and online learning resources. These limitations deepen educational disparities, constraining their progress and limiting opportunities for professional development in a rapidly evolving digital environment. This paper explores how innovative strategies, including the smart village concept, are addressing the digital divide among rural Bulgarian youth, with a particular focus in rural areas from the South-West region. Smart villages utilize digital technologies and community-driven initiatives to enhance education, connectivity, and socio-economic opportunities. By integrating advanced infrastructure and digital services, they provide sustainable pathways to improved educational access and career development in rural areas.
Our analysis focuses on the comparative effectiveness of nonprofit-led digital literacy initiatives and formal educational strategies in mitigating socioeconomic disparities. Employing a qualitative approach, the research gathers data through semi-structured interviews with key stakeholders—policymakers, educators, and community leaders—and interactive workshop with rural youth (aged 18-29) in rural areas from the South-West region. These methods offer in-depth insights into both systemic challenges and the lived experiences of young people navigating digital education. The study aims to generate evidence-based recommendations for policies and programs that promote digital access and foster digital competency development, thereby facilitating a more inclusive future. In this vision, rural youth are empowered to thrive in the digital economy and to fully participate in both the labour market and civic life.
