Vatican Ostpolitik approach arrived in Russia immediately after religious freedom was declared. In 1992, Pontifical Commission "Pro Russia" issued the instruction "General Principles and Practical Norms for Coordinating the Evangelizing Activity and Ecumenical Commitment of the Catholic Church in Russia and in the Other Countries of the Commonwealth of Independent States (CIS)".
The document obliged Catholic bishops to inform Russian Orthodox Church (ROC) of all their important pastoral initiatives, especially of the opening of new parishes. ROC understood it more widely: any initiatives of a social character (including educational and charity activities) should be reported and agreed.
Later on Catholics were regularly accused in "proselytizing activity" and "stealing Orthodox souls" without any open debate on what is the difference between proselytism and pastoral care. Since the "Uniatism" was condemned in Balamand document (1993), any conversion from ROC to Greek Catholic and even to Latin Catholic community in Russia was labeled by ROC as 'proselytism'.
In order not harm ecumenical dialogue, in mid-2000 the Catholic's presence in the media and public sphere significantly decreased. Experts called this process (closing newspapers, radio stations, other media) as "self-silencing", which is observable till now.
